A room in a shared WG costs ~500 euros, best time to move would be summer when students leave the city and before October when new batch of students come in.

Bikes are expensive in IBK, probably best to bring it with you if you want a nice gravel bike or a mountain bike. Or find one secondhand on willhaben.
